Monday: Presentation to City Council on Coastal Commission map
The City Council on Dec. 1 is set to receive a staff presentation on a jurisdictional map headed to the California Coastal Commission for consideration Dec. 10.
If approved, this commission-initiated action would clean up and memorialize a permit process that has existed in Del Mar since 2001.
The “Post LCP Certification and Appeal Jurisdiction map” shows that in most of the City, Del Mar issues Coastal Development Permits on its own authority.
In limited areas along the beach and shorelines of the San Dieguito River, the map shows where the Coastal Commission either retains authority to issue permits or can act upon appeals of City actions.
Most development in Del Mar—from new construction, to room additions, to ADUs, to substantial improvements of commercial property—meets the definition of “coastal development” and requires a Coastal Development Permit.
Following the Coastal Commission's certification of Del Mar’s Local Coastal Program implementation ordinances in 2001, Del Mar has issued most Coastal Development Permits through a streamlined process under its own authority.
For applicants and land use permitting authorities, this type of local control adds a higher degree of efficiency and predictability to the process.
In the North Beach neighborhood and North Commercial Zone, an approved map would minimize the potential for future interagency disputes.
The City Council meets at 4:30 p.m. Monday, Dec. 1, at the Del Mar Civic Center Town Hall, 1050 Camino Del Mar.
Coastal Commission staff is recommending approval of the post certification map when commissioners meet at 9 a.m. Dec. 10 at Pier South Resort, 800 Seacoast Drive, Imperial Beach.
