Thrills and crowds begin at fairgrounds

Big thrills and big crowds started at the San Diego County Fair this week and will continue as the region's largest party runs Wednesday through Sunday through July 6. 


This year's theme is "Summer Pet-tacular."


Supersized crowds are expected Friday, July 4. A Fourth of July fireworks display begins at 9 p.m.

Monday: Council to consider response to SANDAG rail proposals

The City Council on Monday is scheduled to review Del Mar’s formal response to SANDAG’s solicitation for public comment as the agency moves toward preparing an environmental impact report for the San Diego LOSSAN Rail Realignment project. 


The environmental report will examine the consequences of rerouting the railway off the Del Mar bluffs.


In the draft comment letter, Del Mar spells out its concerns with the project and discusses how four alternative alignments would adversely impact the City.


In May, SANDAG released an Updated Notice of Preparation, which initiated a 45-day scoping period to collect feedback. The public comment deadline is June 30.

Monday: Two-year spending plan on City Council's agenda

The City Council on Monday is scheduled to consider adoption of a balanced, two-year spending plan for operations and capital improvements. 


A $48.4 million operating and capital budget is proposed for the 2025-26 fiscal year, which begins July 1; the proposed operating and capital budget for fiscal 2026-27 is $65 million.


As presented, the budget includes a 21.3% contingency that could cover 78 days of operations for 2025-26. For 2026-27, the rainy day fund would equal 19.9% of the budget or 72 days of operations.


The proposed budget includes annual transfers of $250,000 to the Pension Reserve Fund and Housing Reserve Fund in both fiscal years and $525,000 to the Capital Reserve Fund in 2026-27.


In both fiscal years, the budget sets aside funding for capital improvement projects and special projects the City Council has prioritized.

Encinitas moves to withdraw from fire administration partnership

The Encinitas City Council voted unanimously June 11 to exit the Cooperative Management Agreement, or COOP, under which Encinitas provides fire administration and management services to the cities of Del Mar and Solana Beach.


Established in 2009, the COOP consolidates fire executive leadership and administrative services under the Encinitas Fire Department to promote regional coordination and operational efficiency across the three coastal cities.


As discussed by Encinitas City Council, that City's decision was driven largely by the increasing and evolving needs of the Encinitas community, making it no longer feasible for the City to provide fire management services to its partner communities.

Bluffs stabilization activities: June 13-19

In its weekly notice to the City of Del Mar, SANDAG covers planned construction activities, night work and closures associated with the Del Mar Bluffs 5 Stabilization Project. The project is scheduled to continue through mid 2027.

Saturday: Craft session for adults at library

A crafting session for adults to decoupage a wooden, leaf-shaped tray is scheduled for 11 a.m. to 1 p.m. Saturday, June 14, at the Del Mar library. Space is limited and registration is required. This program is made possible by the Friends of the Del Mar Library.
