City News/AlertsThe Breeders’ Cup is Here! There have been a myriad of activities throughout the week related to the Breeders’ Cup. The main Breeders’ Cup events will take place Friday, November 3 and Saturday, November 4, at the Del Mar Fairgrounds. The expected attendance for each racing day is 38,000, which is comparable to “opening day.” In preparation for the week of events, the City will have extra Community Services/Lifeguard staff and extra Sheriff’s Deputies on duty. Through Saturday, there will be extra traffic control in the Downtown area (when the main race event concludes) and an extra fire engine staffed. There will also be volunteer ambassadors greeting visitors wearing purple shirts at a few locations in the central area of town. Public Meeting on Community Choice Energy The Sustainability Advisory Board (SAB) invites you to attend an informational session to learn about Community Choice Energy (CCE). The event will take place from 6:30-8:00 p.m. on Tuesday, November 7, 2017, at the Powerhouse Community Center (1658 Coast Blvd., Del Mar, CA 92014). SAB will moderate a program that will include two guest speakers: Erika Morgan, Executive Director of the San Diego Energy District and Sachu Constantine, Managing Director with Vote Solar. Their talks will be followed by a question & answer panel discussion. Light refreshments will be provided. All are welcome to attend to learn what CCE is, and what it could mean for Del Mar. Start Time for November 6 City Council Meeting The November 6, 2017, City Council meeting will begin early at 4:00 p.m. to allow more time for thoughtful discussion of all agenda items. Discussion regarding the draft Design Review Guidelines will start at a time certain of 6:00 p.m. Also, on the November 6, City Council agenda is the Second Reading of an Ordinance pertaining to Short-Term Rentals as it was first introduced on October 16, 2017, and the proposed transition plan for owners with existing short-term rental operations (in operation prior to April 4, 2016) that are eligible for the “forbearance period”. City Projects UpdatesOperations Public Works crews are continuing with right-of-way maintenance, filling potholes, vegetation trimming and sign replacements. Annual storm drain cleaning will continue over the next few weeks. Crews will also be performing water system flushing and valve maintenance.

Public Safety UpdateFire Department Update This week the fire department responded to 15 medical aids, 4 traffic accidents, 4 fire alarms, and various other fire related emergencies. The fire department is continuing with annual fire inspections and fire hydrant maintenance. With the Breeders Cup this week, the fire department participated in training and walkthroughs with the Del Mar Thoroughbred Club, allowing time to identify access and egress points, target hazard areas, and first aid centers. Beach Conditions Forecasts for the next week call for temperatures in the 60’s through the weekend and a slight chance of showers. The best chance for surf over 1-2’ in the next week is on Monday and Tuesday as forecasters are tracking possible swell-generating activity in the Pacific that could prove slightly larger 2-3’ surf. Surfers should stayed tuned until another run of fun larger surf from the southern hemisphere late next week. Our sandy beach was significantly eroded by the series of swells we had the last few weeks. Fortunately, we still have a fair amount for November. The small surf over the next week or so may help add a slight amount prior to the eminent higher energy storms forthcoming this winter. The San Dieguito Lagoon inlet channel excavation and dredging project is scheduled to begin next Wednesday, November 8. The periodic project is set to remove the large amount of sand just east of Camino Del Mar and place it on the back to the south of the river. Through pedestrian traffic to the south of the river along the Sandy Lane area will be intermittently re-directed or challenging. The construction equipment will be operating on the south side of the river and in the lagoon just east of CDM until November 22, 2017.

Other AnnouncementsFEMA Revised Flood Insurance Rate Map and Study The Federal Emergency Management Agency (FEMA) has issued a preliminary Flood Insurance Rate Map (FIRM) and Flood Insurance Study (FIS) report reflecting proposed flood hazard determinations within the Del Mar area. Technical information or comments are being solicited on the proposed flood hazard determinations shown. The documents can be found on the FEMA website: www.fema.gov/preliminaryfloodhazarddata. When finalized, these documents will become the (minimum) basis for the floodplain management measures in Del Mar. Currently, these documents are in the review period. The 90-day appeal process for the proposed flood hazard information presented on the Preliminary FIRM and FIS report is available at FEMA’s website at www.fema.gov/plan/prevent/fhm/bfe, or call (877) 336-2627. Property owners and other individuals who choose to submit appeals or comments should submit their written requests, along with the required supporting data and documentation, to the City of Del Mar, attention Amanda Lee, no later than December 5, 2017 for compilation submission to FEMA before the close of the appeal period on December 12, 2017. The Rail Plan will be available for review until December 11, 2017. Please visit www.californiastaterailplan.com to view the Rail Plan and to provide comments. You are also welcome to attend an upcoming CalTrans District 11 open house meeting on Monday, November 13, 2017, from 4:30-8:30 p.m. to review the draft Rail Plan, provide your comments, explore the interactive mapping tool, and speak to project staff. The meeting will be held at the CalTrans District 11 Office in the Garcia Room, at 4050 Taylor Street, San Diego, CA 92110. There is no RSVP is needed. - Interactive Map: An exciting new online interactive mapping tool has been launched to help people engage and explore the California rail network. The web-based tool provides an interface with the existing rail network and the 2040 Vision, allowing users to explore what California's rail network looks like today and the vision for what it will look like in the future.
