Council approves sculpture installations

The City Council on June 2 approved a second installation of loaned artwork at five locations in downtown Del Mar.

By agreement with the Del Mar Foundation, Phase 2 of the Temporary Sculpture Program will enliven the town center with an array of art pieces for 23 months, starting in July.

In accordance with City policy, a committee of the Del Mar Foundation selected the art pieces for the council’s consideration.

At no cost to the City, the Foundation has budgeted $20,000 to cover artist stipends, a consultant’s fee, installation, insurance and related expenses.

Council authorizes borrowing up to $11M for utility undergrounding

The City Council voted 4-0 on June 2 to authorize borrowing up to $11 million to continue undergrounding overhead utility lines.

The final amount to borrow will be based upon bids to complete the next-in-line undergrounding project—the Crest Canyon Utility Undergrounding District. Those bids are expected this summer.

Based on current estimates, staff anticipates the City will borrow $10 million from the California Infrastructure and Economic Development Bank, or IBank.

That’s a marked reduction from February, when estimates showed the City would need a $17 million loan to stay on schedule with the upcoming projects in its citywide program to remove overhead cables and utility poles district by district.

Council considers limits for bikes on sidewalks

As Del Mar moves toward establishing new bicycle and e-bike regulations, the City Council on June 2 agreed that bikes should be off-limits on sidewalks, except in key circumstances.

Bicycle and e-bike riding would remain permitted in specified, signed areas throughout the City. Sidewalk riding also would be permitted for safety reasons, such as when riders need to avoid debris or other hazardous road conditions.

On the segment of the Coast to Crest Trail in the City of Del Mar, bicycles, including Class 1 and 2 e-bikes, would now be permitted. This update puts Del Mar in line with neighboring cities and supports access for trail riders traveling through multiple jurisdictions. The Del Mar Municipal Code prohibits bicycles on the Del Mar Riverpath and the San Dieguito Lagoon boardwalk.

In addition to official praise, Chisari’s husband provided heartfelt appreciation.

"Of all the wonderful things she’s done for all the people in Del Mar, she’s raised two fabulous, very successful, very loving children and she’s managed to keep me out of trouble for 57 years," Frank Chisari said. "She’s been the best possible friend, companion, lover and wife that I could imagine anyone in this world or this village could ever dream of having."
