Potential Temporary Use of
Shores Property for City Hall
Plans are underway to construct a new City Hall for the City of Del Mar at the current location of 1050 Camino del Mar. Construction is slated to begin in mid-2016.
During construction, it will be necessary to temporarily relocate the services provided at City Hall and to establish an alternative location for City Council meetings, as well as many City committee meetings that occur in the City Council Chambers.
City staff explored numerous alternatives for a temporary location for City Hall, including completion of a request for proposals (RFP) process to hear from private/commercial property owners on interest in accommodating City Hall temporarily. No commercial property owners responded to the RFP despite direct outreach to the property owners/managers.
The location recommended by staff for a temporary City Hall is the Shores property. The City Council will consider this concept at their meeting tonight (July 20, 2015). If the City Council approves conceptual use of the Shores property for City Hall, the next step will be pursuit of a Coastal Development Permit, which is required even for a temporary use.
The City is working closely with the Winston School regarding this possible arrangement.
It is envisioned that the temporary location would be used for approximately 3.5 years while the new City Hall/Town Hall are constructed.
Temporary use of the Shores property as a site for City Hall will not impede the Shores Park Master Plan process. The Shores Park Master Plan process will continue as planned. The park Master Plan is expected to be completed by winter 2016. Since no funds are budgeted for construction of the park, the next step in development of the park will be figuring out how to pay for the park to be built. Prior to construction of the park, more detailed design work must be completed, including preparation of construction documents. That process will take time. The timing to be ready for construction of the park is expected to coincide well with the completion of the newly constructed City Hall.
