Council advances building electrification ordinance

The City Council on Oct. 17 agreed to develop a building electrification ordinance as part of the City’s work plan for 2023-24 and left the door open to draft it sooner, based upon the outcome of goal-setting discussions early in 2023.A building electrification ordinance would eliminate natural gas service in new structures.The Council’s discussion followed a presentation by members of the Sustainability Advisory Committee, who outlined the health and environmental benefits of electric versus gas appliances. In California, buildings are second only to transportation as contributors to greenhouse gas emissions. The burning of methane gas, or “natural gas,” accounts for nearly 15 percent of the state’s greenhouse gas emissions.Committee members Ann Feeney and Nilmini Silva-Send noted that all-electric buildings are cheaper to build and operate. State building codes are moving toward eliminating natural gas. At the municipal level, Encinitas, Solana Beach and dozens of other cities have enacted building electrification ordinances.Council members agreed that any building electrification ordinance would need to be accompanied by widespread public outreach, including targeted information for real estate professionals and architects.The Sustainability Advisory Committee has identified building electrification as a way of meeting the Climate Action Plan’s goals for reducing greenhouse gas emissions.Watch meeting
