Seaside Ridge Development Applications
Resubmittals of Development Application CDP23-008
On June 1, 2023, representatives for the Seaside Ridge housing development project resubmitted application materials in response to comments and requests in the City's April 27, 2023, letter of project determination (project deemed incomplete). Upon review of the materials and information provided to the City on June 1st, Planning Department staff determined that the development application remains "incomplete" and provided written notice and explanation of the determination to the project representatives on June 30, 2023.
In response to the City's June 30, 2023 determination that the project application for CDP23-008 remained "incomplete," representatives for the Seaside Ridge housing development project again resubmitted application materials on August 28, 2023. Upon review of that (3rd) submittal, which lacked previously requested materials, the City provided a 3rd written notice of project incompleteness to the representatives for Seaside Ridge on September 26, 2023.

Development Application CDP23-008 (Initial Submittal)
On March 30, 2023, the City received a Coastal Development Permit application and associated materials for the 259-unit Seaside Ridge housing development project. The application was filed within the required 180-day time period following the City's formal acceptance of Preliminary Development Application PDA22-001 (see information regarding PDA 22-001 below). Following are selected materials from the application submittal, including the application, a detailed project description, and architectural project plans. Additional materials, such as environmental technical studies, engineering reports and plans, and arborist reports, and justification letters are available for public review at City Hall during regular Planning Counter hours or by appointment. In accordance with State law, City staff preliminarily reviewed the application submittal within 30 days of receipt for "completeness." On April 27, 2023, the City issued a letter to Seaside Ridge representatives deeming the development entitlement application "incomplete." A link to the letter is provided below.

Preliminary Development Application (PDA22-001)
On October 4, 2022, the City received a “preliminary development application” filed in accordance with California Senate Bill SB-330 and Government Code Section 656941.1 for a proposed 259-unit housing development project (“Seaside Ridge”) at 929 Border Avenue, Del Mar, CA 92014 (North Bluff). The Preliminary Development Application (PDA22-001) has generated a high volume of public interest and, therefore, the application materials and related public records are being provided to interested parties on the City’s website.
