Utility Billing

City utility services include water, sewer, clean water, trash/recycling and green waste collection.

The Finance Department makes it easy to start or stop services.  A request received weekdays before noon typically means services by later that day and requests received in the afternoon usually result in services by noon the next day.  A resident may call or walk in to start or stop service.  To determine whether your property is located within our City Limits, please view the City Limits Map.

The utility billing phone – (858) 755-9354 is staffed from 7:30 am – 5:30 pm, Monday – Thursday and from 7:30 am – 4:30 pm on Friday.  Hours for walk-in service are also available during these hours at the Finance Department, which is located in City Hall, 1050 Camino Del Mar, California 92014.

Billing Practices

The City of Del Mar bills its utility customers on a bi-monthly basis.  Utility billing occurs every two months and each account is billed for a two-month period of service. If you begin service in the middle of a billing period, all charges are prorated.

All new customers must submit a completed application.  A $100 deposit will be billed to the account on the first billing statement.  The deposit will be refunded after 12 consecutive bills (two years) with a good payment record.  Any balance remaining is returned when an account is closed.

All water services within the city limits of the City of Del Mar are on water meters and are billed accordingly. Utility bills will vary with water use. Bills tend to be higher in the warmer months and lower in the cooler months.

Charges paid after the due date are subject to a ten percent late fee.  Payments must be received on or before the past due date noted on the face of the bill. (Postmarks are not sufficient.)  Services terminated due to non-payment will be subject to additional charges.  Charges will continue to accrue until you notify the City to discontinue service.

Payments may be mailed to: City of Del Mar, Finance Department, 1050 Camino Del Mar, Del Mar, CA 92014.

Utility bills can also be paid at in the Finance Department at City Hall. There are several ways to pay your bill for your convenience. You can pay bills in person at the cashier's counter in the Finance department, or drop your payment in the payment box located on the lobby wall inside the Finance Department during office hours.  The cashier’s can accept payments in cash, check, or credit card. We accept Visa and MasterCard payments in person or by phone.  For your convenience there is an after hour drop box located on the front side of the City Hall building.  Alternatively, there is a 24-hour drive-up box located in the lower parking lot. 

Automatic Bill Payment

Tired of Writing Checks and Paying Postage? The City of Del Mar offers a free optional service that could make paying your city utility bill more convenient.  We offer two automatic payment plan options, Automatic Debit and Automatic Credit Card (Visa or MasterCard) should you wish to participate.  With Automatic Bill Payment, your recurring utility bills will be paid automatically. The amount is deducted from your bank account approximately ten days after you are billed.  You will still continue to receive a utility bill indicating that your bill was paid through auto pay. This is a free service that eliminates the need for you to write out a check each time a bill is due and saves the cost of postage for mailing your check to the city. Your payment is always made on time, so there are no worries about late payments or late fees, even if you are on vacation.

In order to participate in this program, please complete the automatic debit or credit card payment form, which you may obtain from the Finance Department or by downloading it from our website and bring it to the Finance Department.
