Public Comment during Covid-19

Pursuant to the State of California Executive Order N-25-20, and in the interest of public health, the City of Del Mar is temporarily taking actions to mitigate the COVID-19 pandemic by holding City Council Meetings electronically or by teleconference.   The Town Hall will not be open to the public during this time. 

Members of the public may participate in City Council, Planning Commission and Design Review Board meetings remotely by either submitting a comment in writing or by submitting a tele-comment request form to make a telephonic comment during the meeting.  The deadline for both is 12 p.m. on the day of the meeting.

Oral Public Comments 

Beginning July 1st, members of the public wishing to make a public comment during a City Council, Planning Commission or Design Review Board meeting can do so by submitting a tele-comment form (www.delmar.ca.us/telecomment) by 12 p.m. on the day of the meeting.  After you complete the form, City staff will email you the dial in number and detailed instructions on how to call into the meeting. As with meetings held in person, comments will be limited to three minutes per person. And, donations of time will not be permitted during this time. 

Written Comments 

“Red Dots” are written communications received from members of the public and staff on City Council, Planning Commission, or Design Review Board (DRB) items after the agenda for an upcoming meeting has been published, and are submitted prior to the meeting taking place. 

In order to ensure timely delivery of red dot communications from the public, they must be submitted no later than 12 p.m. on the day of the meeting. If the Red Dot is submitted after this cut off time, there is no guarantee that it will be reviewed by the City Council prior to the meeting. However, the communication will be distributed and included in the record for that agenda item. These same rules apply to Red Dots for Planning Commission, and Design Review Board.
