As the City of Del Mar continues to grow along with neighboring communities, many of the areas surrounding natural drainages have been filled in with housing and other construction. To reduce the impact of growing populations, and to help maintain the beauty and environmental quality of the City of Del Mar, our drainages and the water flowing to our beaches must be protected. The Regional Water Quality Control Board (RWQCB) has implemented the National Pollution Discharge Elimination System (NPDES) Waste Discharge Requirements Permit. This permit requires the City to implement a Jurisdictional Urban Runoff Management Plan (JURMP) to reduce the impact of contaminated stormwater on the environment.
As required by the RWQCB, the JURMP consists of focused programs also referred to as components. The body of the JURMP is a narrative and description of the City’s program. Additionally, the JURMP has appendices that contain ordinances, inventories, Urban Runoff Requirements Manuals and the dry weather monitoring program.
The Urban Runoff Requirements Manuals are designed to be stand-alone documents for distribution to various sectors of the community, including City staff. These manuals explain the urban runoff requirements that various sectors of the community must comply with.
To summarize, the JURMP body describes the City’s Storm Water program and some changes that have occurred to the City’s processes. The Urban Runoff Requirements Manuals (found in the appendices) describe how the regulated sectors of the community will comply with the City’s program. Various forms found throughout the manual are provided to document and analyze existing or proposed conditions.
