The City Council on Monday voted unanimously to retain Kimley-Horn and Associates, Inc., to assist Del Mar in the development and certification of its state-mandated Housing Element update.
Del Mar must gain certification of its Housing Element update by April 2021. That means local approval of the update is needed in October 2020.
To help Del Mar meet an aggressive State timeline, Kimley-Horn is set to analyze housing capacity and opportunities; draft goals, policies, programs and objectives; prepare the Housing Element document; conduct environmental review, and usher the document through the State certification process.
The work plan envisions at least seven public meetings from January through October 2020.
Kimley-Horn, an Orange County-based firm, has assigned David Barquist to Del Mar as project manager and Rita Garcia as project manager for environmental review. Both consultants bring extensive experience in handling Housing Elements updates throughout the State.
The consultancy’s scope of work is not to exceed $189,615.
