The project site / Plan area comprises two adjacent lots located at the intersection of Camino Del Mar and 10th Street, on the inland (east) side of Camino Del Mar. The project site / Plan area measures (approximately) .59 acres (25,524 square feet) and, other than scattered ornamental landscaping, hardscape and an unoccupied commercial/office building, is presently vacant.
The 941 Camino Del Mar Specific Plan is a policy and regulatory document prescribing uses, standards and guidelines for the development of 941 Camino Del Mar and 307 10th Street. The Plan area is the location of the earlier "Garden Del Mar Specific Plan" that, while adopted by the City Council in 2008 and subsequently ratified by citywide vote, was never implemented. The 941 Camino Del Mar Specific Plan replaces the Garden Del Mar Specific Plan in its entirety.
The 941 Camino Del Mar Specific Plan does not propose a particular building design, rather through application of setbacks, maximum height, a floor area ratio (FAR) and other standards, prescribes an overall envelope for any of several potential designs. These standards, coupled with design guidelines and a requirement that all proposed development be subject to review by the Design Review Board, ensure that development proposed in accordance with the Plan will complement surrounding uses and structures.
At public hearings on June 18 and July 2, 2018, the City Council approved an ordinance that rescinded the Garden Del Mar Specific Plan and adopted the 941 Camino Del Mar Specific Plan, while concurrently providing direction that the document be put to a public vote in November, 2018 via allowances and processes enumerated in the California Elections Code.
At a public hearing held August 22, 2018, the Design Review Board approved a new, two-story, mixed-use development designed in accordance with the standards and guidelines of the adopted Specific Plan. On September 6, 2018, the City Clerk received an appeal (to the City Council) of the Board's approval. The matter will be heard as a noticed "initial consideration" hearing on October 1, 2018. Specific Plan Documents
The 941 Camino Del Mar Specific Plan is subject to analysis pursuant to the California Environmental Quality Act (CEQA). In accordance with CEQA Guidelines, a Supplemental Environmental Impact Report (SEIR) was prepared and circulated for a 45 calendar day public comment period that began on March 28, 2018 and ended May 14, 2018. On June 18, 2018, the City Council reviewed the findings and conclusions of the Final SEIR and certified the document with a Statement of Overriding Considerations and Mitigation, Monitoring and Reporting Program. A copy of the Final SEIR document is available for review at Del Mar City Hall (1050 Camino Del Mar, Del Mar, CA 92014) during regular business hours (Monday through Thursday between 7:30 AM and 5:30 PM, and Fridays between 7:30 AM and 4:30 PM).
Upcoming City Meetings
** Any hearing dates listed below are tentative and so subject to change. Notice for public hearings will be provided in accordance with requirements of the Del Mar Municipal Code.
October 1, 2018 (Del Mar City Hall / Town Hall, 4:30 PM): City Council to conduct noticed public hearing for "initial consideration" of appeal of Design Review Board (DRB) approval of Design Review Permit DRB18-008 and related entitlements. If two or more Council members vote to set the appeal for a “de novo” public hearing, the matter will be subsequently scheduled for the next available Council hearing. If two votes to hear the matter are not received, the DRB's decision to approve the project will be deemed affirmed and become final.

May 8, 2018: Planning Commission reviewed and received public comment on the project’s Draft Supplemental Environmental Impact Report.
May 16, 2018: Design Review Board reviewed and provided feedback, as well as received public comment on a preliminary proposal for a mixed-use development designed in accordance with standards of the (then) Draft 941 Camino Del Mar Specific Plan.
June 12, 2018: Planning Commission reviewed the Draft 941 Camino Del Mar Specific Plan, Draft Final Supplemental Environmental Impact Report (SEIR), and proposed Local Coastal Program (LCPA) and General Plan Amendments (GPA), and forwarded a recommendation that the City Council certify the SEIR, adopt the Specific Plan, and approve the LCPA and GPA.
June 18, 2018: City Council reviewed the Draft Final 941 Camino Del Mar Specific Plan, Final SEIR, LCPA and GPA and took the following actions:
Adopted a Resolution to certify the SEIR with a Statement of Overriding Consideration and Mitigation, Monitoring and Reporting Program.
Approved (conducted a first reading for) an Ordinance to rescind the Garden Del Mar Specific Plan and adopt the 941 Camino Del Mar Specific Plan.
Adopted a Resolution to approve the LCPA and GPA.
July 2, 2018: City Council conducted a second reading of the Ordinance to rescind the Garden Del Mar Specific Plan and adopt the 941 Camino Del Mar Specific Plan. The Ordinance was adopted, formally rescinding the Garden Del Mar Specific Plan and replacing it (in its entirety) with the 941 Camino Del Mar Specific Plan. The Specific Plan, while adopted, will not take effect unless the Council's determination is ratified by a citywide vote scheduled for November, 2018.
August 6, 2018: City Council adopted two resolutions calling for an election to be held on November 6, 2018; submission of a ballot measure to the qualified voters of the City that would enact Ordinance 939 rescinding the Garden Del Mar Specific Plan and adopting the 941 Camino Del Mar Specific Plan; requesting that election services be provided by the San Diego County Registrar of Voter, and; setting priorities for filing the associated written arguments and directing the City Attorney to prepare an impartial analysis.
August 22, 2018: Design Review Board conditionally approved Design Review Permit DRB18-008, Coastal Development Permit CDP18-006 and Land Conservation Permit LC18-011 to allow the demolition of an existing, presently vacant commercial/office building, and the construction of a new, two-story mixed-use structure (designed in accordance with standards of the adopted 941 Camino Del Mar Specific Plan) to include 4,398 square feet of commercial floor area, and eight residential units (including two to be designated as "affordable").
